On my box, also with VS2008, it can be found at
C:\Program Files\Microsoft
SDKs\Windows\v6.0A\bin\fuslogvw.exe
In Windows 7, and Windows 8.1, it’s located under the directories that are here:
C:\Program Files (x86)\Microsoft SDKs\Windows{version}\bin{.NET Version Tools}
So for Windows 8.1 and .NET 4.5.1:
C:\Program Files (x86)\Microsoft SDKs\Windows\v8.1a\bin\NETFX 4.5.1 Tools\
