I believe you are looking for GetIsInDesignMode, which takes a DependencyObject.
Ie.
// 'this' is your UI element
DesignerProperties.GetIsInDesignMode(this);
Edit: When using Silverlight / WP7, you should use IsInDesignTool
since GetIsInDesignMode
can sometimes return false while in Visual Studio:
DesignerProperties.IsInDesignTool
